Working closely with European legal authorities—particularly in Germany, the Netherlands, Belgium, and France—Splaj builds legal files for submission under the principle of universal jurisdiction. These cases focus on:

  • Former officials, militia commanders, and individual perpetrators who are currently residing in Europe
  • Structural cases targeting criminal networks or chains of command
  • Victim testimonies and survivor advocacy
  •  

Splaj provides legal and psychosocial support to witnesses and survivors engaged in these cases, ensuring ethical engagement and protection.
